How Many Nicotine Pouches Are Authorized in Canada?
Health Canada's licence database lists exactly two authorized nicotine pouch products, both at 4 mg per pouch. Here is the full record, the 4 mg rule that explains it, and every pouch recall since 2020.

Two. As of the licence database read on 31 August 2026, Health Canada has authorized exactly two nicotine pouch products, and both deliver 4 mg of nicotine per pouch. That number is smaller than most write-ups suggest, and it has quietly changed — for roughly two years there was only one, and almost every guide still says so.
We did not take this from anyone's summary. It comes from the Licensed Natural Health Products Database, which Health Canada publishes through an open API, and we have republished the whole result as open data, filtered on the field the regulator itself controls: the dosage form. Of 305,044 licence records, seven rows carry a dosage form of Pouch, and those seven rows belong to two licences.

Read from the Licensed Natural Health Products Database on 31 August 2026. One licence number can carry several marketed names — the second carries six — so counting names rather than licences would report more products than exist.
Both are licensed in the nicotine replacement therapy category, for adults 18 and over, at a maximum of 15 pouches a day. The second licence is the newer fact: it was granted in August 2025, which means the widely repeated line that Canada has a single authorized pouch stopped being true a year ago.
Why both sit on exactly 4 mg
Two products landing on the same dose looks like coincidence and is not. Health Canada draws a line at 4 mg per dosage unit: at or below it, a nicotine buccal pouch can be handled as a non-prescription natural health product, and above it the product is a prescription drug. An amendment to the Prescription Drug List set that out explicitly in January 2026. The authorized market sits on the ceiling because the ceiling is what defines the category.
A second rule shapes where those pouches can be sold. Since August 2024, authorized nicotine pouches in Canada may only be sold from behind a pharmacy counter, in mint or menthol, with advertising restricted — which is why they disappeared from convenience store and gas station shelves that year. We cover that change in more detail under the new regulations.
Authorized means one specific thing: the product holds a Health Canada licence in the nicotine replacement therapy category and carries an NPN or DIN. It is not a general quality mark. Most nicotine pouches sold anywhere in the world — including everything on our own shelf — hold no such licence, and nothing we sell is offered as a therapy, a medicine or a health product. If a licensed nicotine replacement therapy is what you are after, the two products in the table are the ones on Health Canada's register, and a pharmacist is the person to talk to.
What the database does not tell you
- Whether either product is actually on a shelf. The database's marketed-status field is filled in voluntarily, so an active licence is not evidence a product is stocked, and no entry is not evidence it is unavailable.
- Anything about pouches above 4 mg. Those are prescription drugs and would sit in a different database entirely, so a search of the natural health product register will always return a short list by construction.
- Whether the nicotine figure was independently measured. The 4 mg is the quantity on the licence — the authorized figure, not a laboratory result.
Nine enforcement notices in six years
The other half of the public record is enforcement. Health Canada's recalls and safety alerts feed contains nine notices about nicotine pouches, which we publish as a pouch-specific recall tracker, running from October 2020 to July 2026 — six product recalls and three category-wide advisories. Every single one concerns market authorization, meaning a product sold without an NPN or DIN. None of them reports an injury.
The strengths named across those notices run from 1.5 mg to 15 mg. The most recent, in July 2026, covered nicotine films and pouches at 4, 6, 9, 12 and 15 mg, recalled at retailer level across all lots. So the enforcement record spans nearly four times the authorized dose, while the authorized record sits on a single number — which is the clearest thing the Canadian data says about this category.

It also states what the public record cannot answer. There is no Canadian count of pouch prices by province, no survey of which pharmacies actually stock them, and no published figure for poison-centre exposures. Those gaps are listed on the hub with their methodology and no numbers beside them, because an estimate in that position would be impossible to tell apart from an observation.
Is ZONNIC still the only nicotine pouch approved in Canada?
No. It was the only one from July 2023, but a second licence was granted in August 2025 to Swedish Smokeless Solutions AB, covering NEÖ and FÖRE branded pouches. Both are 4 mg. Most published guides have not caught up.
Why is every authorized pouch 4 mg?
Because that is where the regulatory line falls. A nicotine buccal pouch at 4 mg or less per dosage unit can be a non-prescription natural health product; above 4 mg it is a prescription drug. Products authorized under the non-prescription route therefore cluster at the maximum the route allows.
Where can authorized nicotine pouches be sold in Canada?
From behind a pharmacy counter, or through a pharmacy website with pharmacist involvement. Since August 2024 they cannot be sold from convenience stores or gas stations, and permitted flavours are limited to mint and menthol.
Does a recall mean a pouch was dangerous?
Not by itself. All nine Canadian nicotine pouch notices since 2020 concern market authorization — a product being sold without an NPN or DIN — rather than a measured contaminant or a reported injury. That is a regulatory finding, and it is worth reading the notice rather than the headline.
How often is this updated?
The licence database is rebuilt weekly and the recalls feed daily, and the hub records the date of its last build on every page. If a figure here is wrong, email us and we will correct it and say what changed.
