Nicotine pouch regulations in Canada
This page reports what Health Canada has published and what Nicotine Pouches Canada actually does. It is information, not legal advice. Where the two are in tension we say so rather than resolving it in our own favour — the primary sources are linked at the bottom and are the thing to read.
What Health Canada has published
Stated in its own terms, without our interpretation:
- Nicotine pouches require authorization to be legally sold in Canada.
- Authorized products carry an eight-digit Natural Product Number (NPN).
- Pouch-format nicotine replacement therapies are to be sold by a pharmacist, or by someone under a pharmacist’s supervision, and kept behind the pharmacy counter.
- Authorized new-format NRT pouches are restricted to mint or menthol flavours.
- Unauthorized nicotine products may be found online, and Health Canada advises that they should not be bought or used.
What that means for the products on this site
Health Canada’s Licensed Natural Health Products Database currently holds 2 nicotine pouch licences. We stock none of them. We searched the database for every product we list and found no licence covering 89 of the 92 products in stock today.
Health Canada has also published recall and advisory notices naming brands we list. 26 of the 92 products in stock today belong to a brand named in such a notice. We publish that on the product page itself, not only here, and we link the notice.
We are not able to tell you what those records mean for a particular purchase, and we will not try. What we can do is put the record in front of you before you buy rather than after, and keep our own tracker of it public: see the authorized-pouch registry and the recall tracker, both of which carry their sources and their limitations.
Strength on this shelf
Read from the catalogue as this page rendered: 88 of the 92 in-stock products with a stated dose are above 4 mg per pouch, and the highest is 43 mg. This is not a low-strength shelf and we should not describe it as one. Every listing states nicotine in milligrams per pouch; nicotine is addictive, and these products are intended only for adults who already use nicotine.
Age
Nicotine products are for adults only. This shop requires buyers to be 21+, which is above the federal minimum of 18 and above every provincial minimum. To be precise about what that check is: age is self-declared — you confirm it at the gate on your first visit and again with a checkbox at checkout. We do not currently run a third-party identity or age check, and no page on this site should tell you otherwise. Our Terms reserve the right to verify age before an order ships and to cancel an order where age cannot be verified.
