Are nicotine pouches legal in Canada?

The honest answer is that this depends on the product, and that we are a retailer rather than a regulator. What can be stated without interpretation is what Health Canada has published, so that is what this page does.

Health Canada's position, in its own terms: nicotine pouches require authorization to be sold in Canada; authorized products carry an eight-digit Natural Product Number (NPN); pouch-format nicotine replacement therapies are to be sold by a pharmacist or under a pharmacist's supervision and kept behind the pharmacy counter; authorized new-format NRT pouches are restricted to mint or menthol flavours; and unauthorized nicotine products may be found online and should not be bought or used.

Provinces add their own layer, mostly around minimum age and where you may use a pouch. The federal minimum is 18; several provinces set 19. We require buyers to be 21 and over, which is above every provincial minimum, so one rule covers the whole country. Age is self-declared at the gate and again at checkout, and we reserve the right to verify it before an order ships.
